Beautiful one from Costa Rica! Not sure what this place is but have not seen anything quite like this before.

Something along the lines of the old Victorian Bathing Huts

They would allow the ladies to change in private and then the hut/carriage would take them down to the water to bathe/swim.

I may be wrong.
