Refinery on the Agenda Again

Remember the plan to construct a new refinery in Nicaragua? It is apparently back on the agenda. Putting the canal and a refinery on the agenda makes a lot of sense as they clearly would complement each other. From a Reuters article

Eighty of the 92 deputies in the assembly voted to approve the project first proposed in 2007 by Chavez. Leftist Nicaraguan President Daniel Ortega's party, the Sandinista National Liberation Front, holds a two-thirds majority in the assembly.

There is a video, in Spanish, available here that offers more detail. In particular, it says that the project will be 51% financed by Venezuela and 49% by Nicaragua.
